The Small Ticket Program is a payment processing initiative designed to reduce transaction fees for businesses, particularly in industries like Quick Service Restaurants (QSRs), that frequently process low-value transactions.  By participating in the Small Ticket Program, QSRs can significantly reduce transaction costs, enhancing profitability and operational efficiency.  This program is under Visa and Mastercard.  

Benefits of the Small Ticket Program 

  1. Lower Transaction Costs: For qualifying transactions under $15, merchants benefit from reduced per-item fees.   

  1. Enhanced Cash Flow: By reducing transaction fees, businesses can improve their overall cash flow, allowing for reinvestment in other areas of the operation. 

Requirements to Qualify 

  • Transaction Amount: $15.00 or less 

  • Card Present: The card must be physically present during the transaction (swiped, dipped, or tapped) 

  • Authorization: Obtain a valid electronic authorization 

  • Settlement: Authorize and settle the transaction within 1 day 

  • Signature: Obtain and pass the cardholder's signature (signature is typically required for CPS Small Ticket transactions) 

  • Cardholder ID Method: Must not be equal to “4” (which indicates a card-not-present transaction) 

  • Merchant Category Code (MCC): Certain MCCs are excluded from this program, including direct marketing (MCCs 5960, 5962, 5964-5969), automated fuel dispensers (MCC 5542), and financial institutions (MCC 6012) 

  • Ideal MCCs include: 

  • Fast Food (MCC 5814) 

  • Convenience Stores (MCC 5499) 

  • Movie Theatres (MCC 7832) 

  • Parking Lots/Garages (MCC 7523) 

  • Video Tape Rental Stores (MCC 7841) 

  • Laundry Services (MCC 7211) 

  • Car Washes (MCC 7542) 

  • Newsstands (MCC 5994) 

  • Variety Stores (MCC 5331) 

  • Taxicabs (MCC 4121) 

  • Commuter Transportation/Ferry (MCC 4111)  

Interchange Rates 

  • CPS Small Ticket Credit: 1.65% + $0.04 per transaction 

  • CPS Small Ticket Debit: 1.55% + $0.04 per transaction 

  • CPS Small Ticket Prepaid: 1.60% + $0.05 per transaction 

  • Regulated Debit: 0.05% + $0.22 per transaction (for debit cards issued by banks with $10 billion or more in assets) 

Any transaction over the small ticket pricing will be subject to the higher interchange. On statements you will be able to identify if a client is utilizing the program.
